No, I'm not aware of any kaby lake boards that work with ddr3. Pc's are moving forward and transitioning from ddr3 to ddr4. People run skylake on ddr3 with boards that support the older ram though intel doesn't officially support or recommend it. Kaby lake is ddr4, so is amd's new ryzen. If you're dead set on sticking with ddr3 you may need to consider an older skylake cpu with a ddr3 compatible skylake board or haswell.

Unfortunately flash memory prices have been on the rise the past 6mo or so, ram that used to cost $30-40 is now $50+. Prices may drop in the future, no telling how long they'll stay high. They remained really low for quite some time and the market tends to fluctuate more than other items.
You would be better off with a b250 board and a kaby lake cpu, b150 are skylake boards and will likely require a bios update and good chance will need a skylake cpu to update the bios. Unless you had a skylake cpu available to install in order to update the bios you run the risk of a motherboard and cpu that won't work together out of the box.
