Will turbo boost help my windows 8.1. My CPU's are always running high. Looking for a good PC Reg Cleaner and a Booster. Cant

My problem should be simple for all of you. I'm not very pc savvy but know more than some. I have an HP "All-In-One" Pavilion 20 with Windows 8.1. Actually really all I need. I'm on my computer quite a bit and I found that iTunes runs up my CPU usage and I like to have my music playing in the background while I'm working on my small computer projects. For instance; I'm an amateur photographer and I'm working with "Many" photos. Editing, enhancing, resizing, burning to disc's, the whole 9 yards in, for now, 'Cyberlink Photo Director", an app in Windows 8.1 which is quite nice. And when I working in full motion with my photography and iTunes is on, The CPU usage is skyrocketing at 90 to 100%, Its driving me nuts. I either have to slow my production with my photography or turn off my inspiring music. I'm having fun most of the time, but now realizing that after upgrading to the 8.1 and finding a better security system, Norton Security, there might be better, whom is providing more security info than I ever had before. Was my PC running this hot before I upgraded and found Norton with its pops up alerts, which I like so that I can learn more of how computers work? So, with the CPU situation, I start digging, looking for solutions and reading forums which Norton has inspired me to do. Most people dislike the pop ups. I talk to Norton like its a dog, LOL!! He comes wagging his tail with pop ups... "Good Boy Norton! Now fetch me PC Cleaner!" In the past, usually, I would call a friend to come over and rescue the situation which taught me quite a bit as well and I would go with his suggestions. Now I'm "wanting" to tackle the issues myself. I do, at times, get frustrated but I never give up. A lot of forums are informing me to purchase a good PC Cleaner to clean my registry and lift the performance of my computer back to almost new. The reviews I've read on Cleaners have many Pro's and Con's to each and every product, making it difficult to make the right decision. So, I haven't found a Cleaner just yet due to I do not want to be taken for a ride, I'm not financially rich to be throwing away money. I want the product to work and do what they advertise it to do. I'm reading a lot about Cleaners not doing what they said their product would perform after purchase. those poor people, and there are many upset people! The best I have found so far with a lot more research I than really wanted to put into this search are 2 products, that are almost identical in format and gave the exact scan results, like they are made by the same company, by the names of "RegClinic" supported by Microsoft and, ironically, "SparkTrust PC Cleaner Plus" is a partner of Microsoft which I found at the same time after I went through a grand list of cleaners. I've let some perform a free scan and would read deeper into the small print and dig for more reviews. And in doing so, I thought of the word "booster" and gave it a shot in the dark with a search and that's how I found this "Intel Turbo Boost" idea. The people talking about Turbo Boost seem very informative in the one forum I've read and a few other people jumped into the thread and helped a person in need which is common but this thread on Turbo Boost was full of intelligence and made me smile in the end. The gentleman they helped, he understood in the conclusion and was very appreciative. So I'm wondering if Turbo Boost would be the right thing for me as well as a cleaner to give what I believe my computer needs to keep the CPUs down at a safe level. They are up at this very moment while I've been writing here and another scan is on but I had to turn my iTunes off and close one other program. It would be great to run a few things at the same time sometimes instead of being limited and having the CPU usage on my mind as I'm opening up programs and searching/browsing, working on my photography while humming to the music I have playing, Not a whole lot to ask, LOL, but my PC seems to think so. This might be too long, let me know if I need to edit it. My first time starting a thread, I gave it some detail. Thanks and I hope someone would be interested in showing me a good direction to go in. And a bonus would be a recommendation on honest PC Cleaner with great performance if you have the time.
