Will upgrading my CPU worth?

HEllo!

Well I'm totally noob to compters and THW
I am just wondering if I get a new processor will it give me better performance.While playing GTA IV I get about 25-30 fps on medium settings,While Playing CS:GO I get 40 fps max on low-med settings it drops to 25-30 during rush and crowd.
well I'm planning for Intel Core 2Duo e7500 @ 2.79 GHz [It's in my budget and cheapest thing available in out country (INDIA)]
Specs:
Intel Pentium Dual core E2160@1.8 Ghz
2GB RAM
ASUS nVIDIA Geforce 710 silent.
(I know my PC is not at all for gaming 😛)

also please answer is there bottleneck?

To find if you have a bottleneck, run task manager while playing the game in question. If your CPU usage is always at or near 100%, you need an upgrade in that for more frames. If it's memory that's maxed out, you need more RAM. If neither of those are near 100% in usage, you should invest in a new GPU. Those people also use modern i3's
I don't think a GeForce 710 would be strong enough to bottleneck a Core2Duo. I think based upon a limited budget you would be better served by getting a stronger Video Card at this point. A GTX 750ti would make a big difference over a 710.
 
No, I just want something that will give a balanced performance & no bottlenecking with my video card, that's why I picked up C2D E7500 2.93Ghz, I don't want C2Q or i3 or i7, coz I have a really old mobo which only supports LGA775 CPUs. So,I just want the answer that will it perform a byte better(bit is too small 😛).
 

so, do you think am I getting bottlenecked now? (I think yes cause I have seen number of people playing GTA IV on ultra with i3s and i5s and they get better frame rate than me even I play in low)
