Will upgrading work or should I just build new PC?

Hello everyone! I currently have a small problem in which I'm not too sure what to do. I want more performance but I'm not too sure on which way to achieve it and my budget is kind of tight at the moment.
------------------------------
My current build:
CPU : AMD FX 4300
GPU : GTX 1050 2GB
HD : 500 GB 5400 RPM (Seagate? not sure)
RAM : 8 GB HyperX Fury
MOBO : ASRock (forgot the model i'm sorry i know it's not very high end and i think it only supports up to 95 tdp on the processor.) mATX
Power Supply : 450W Corsair PSU
-------------------------------
So I wanted to know is upgrading to a GTX 1060 3GB and an FX 6300 would give me enough of a boost in performance to make it worth it, I'm just looking to be able to play games like Rainbow Six Siege and have minimal frame stutter because currently my frames are all over the place on every game I play, I also want to upgrade my HDD and maybe either swap it out for an SSD or a new 1TB 7200 WD HDD. Would it be worth it to do this right now? My budget doesn't really cross 400 dollars and in order to save up 1000 to build a new PC it would probably take until next year and I'm not really looking to play everything at max settings with triple digit FPS, just want some consistently smooth gameplay. Thanks for your time and all tips and comments will be appreciated. :)

Solution
I would definitely recommend a new CPU, mb, ram, and an SSD. 5400rpm drives take forever to load a game. A faster GPU would be a waste, with that system.

this looks to me your cpu and gpu are a good pair as 4300 and 1050 ti both maxed out.
One can always dial down setting to match better cpu. Because if you get better gpu, no more fps for you :)
For 400, I will upgrade your CPU, reuse case, HDD, gpu and maybe psu. I am guessing your psu model is VS? If VS, I will get a better psu too.

Sadly it isn't a 1050 ti its just the base 1050 so it's performance is quite a bit worse, and to reference the video you linked, my frames jump from 20 - 50 in Rainbow Six right now. Thanks for the advice, I'll probably end up taking it, its just my current case only supports mATX style boards.

I see, then I will get an mATX B450 MB instead, what psu model is it? 1050 is not that far away from 1050ti.
