Will upscaling resolution lowers picture quality?

So I'm planning to get a tv and unfortunately, it's only available in 4k.
I will be using my tv to mirror my main monitor. Duplicate these monitors in windows 7
And watch 1080p content from it.

So I'm just wondering if upscaling resolution affects picture quality even if my content is only available in 1080p.

Okay, I just did this myself to test it. I went from 2560x1440 to 1280x720. It did look a bit lowered in quality compared to running it on a native 1280x720, so yes, there is a bit of quality decrease. That would also depend on the monitor's upscaling algorithm.


No I'll be setting my screen resolution in windows 7 in 1920 x 1080 because I do not want to deal with dpi issues..
My tv supports 4k but I do not plan to use it.
 
What he means is that the source being provided by the Computer is 1080p, the TV will then upscale that image to fit in it's 4K pixles, this is called up-scaling. Normally if the TV does it well there will be no issue, it should look the same as on a same sized 1080 TV.
 


The thing that really worries me is that the conversion. Like when a 1080p video is converted to another 4k video, it will lose quality during the conversion.
