No, what refresh rate your monitor supports has no impact on what your pc and gpu are capable of producing.
Your monitors refresh rate is only a minor bottleneck if your pc&pgu are capable of producing more frames than the monitor can display.
For example if your systems can provide a steady 120hz but your monitor is only 60hz then a 120hz panel would be a bit smoother. If your 120hz panel is only getting 60 fps then it will merely show you the same frame twice since it doesnt have a new one to show you yet.
