Will Windows 10 speed up after some hardware updates?

Hello. Probably everyone who runs Windows 10 1709 or later knows what is Fluent Design. Currently, I have a sluggish computer, specs:
CPU: AMD Athlon II X2 B22
GPU: ATI Radeon Graphics 4200
RAM: 2 GB, 1.75 GB usable
HDD: Seagate

I'm here to ask, if I update my hardware to 6 GB RAM and an SSD, would fluent design work well? Or is it the GPU that's affecting everything?

I can't imagine that 2gb can run anything well.

A ssd is always better, in your case, it will resolve hard faults to the page device some 40x faster.
A ssd can easily be moved to a new build in the future.
If you care about performance, it is time to consider an new cpu/motherboard and ddr4 ram.
$200 can buy you something considerably more competent.

What geofelt said. 2GB of ram isn't enough to do anything really. In fact, it's basically at the bare minimum requirement if you're using a 64bit OS. Combined with the fact your processor is almost 10 years old. I'd suggest junking that thing and buying something new.
