Will windows automatically use all graphics cards for processing

So my current computer is an i7 930, dual psu (don't ask why, HP stupidity is the basic reason) totaling 1160watts, R9 380x, hd5570, 36gb ram. What I want to know is does windows 10 use lesser gpus for general processing, and if not is there any way for me to easily force it to? I want the R9 to do my graphics, but I want the hd5570 to take some load off the 930 if possible. I also do a lot in the R statistical programming language, and I would like to know how to leverage every bit of processing power the computer can provide especially in gaming and building statistical models with random forest, GBM ect.

Windows won't and the only option is if the software can. Dx12 could in games but there really isn't many games out with the feature.

AFAIK Windows can't handle that. Specific programs may be able to share the workload between non-Crossfired GPUs (although you'd have to configure it in the programs settings where available) but Windows can't address it natively.
