Well, what do you have now? Hard to answer an upgrade question without knowing what you have.

Your best bet is to go to a site like Newegg, put your limit at $400 and see what comes up.

As I am sure you are aware the 30xx cards are nearly impossible to find and nothing has been released in that price range. The 2060 is around that price point. There are several AMD cards that fit that price point. I don't think that the panic selling on the higher 20-series cards is still ongoing, so likely won't find a 70/80 of those....

If I had $400 right now, I would go with the RX 5700XT. I've been seeing a few discounts and rebates on Newegg lately. Or wait a little longer and see what happens when the RX 6000 series comes out.

the build is not finish, first gaming pc, but i used to game on GT 710
