Win 10 back to win 7. Win 7 will not run

Win 10 back to win 7 and win 7 will not run. I have a dell 64 bit machine that downloaded and installed win 10. The customer wants it back to win 7 and it was within the 30 day window. It was a successful operation, however win 7 will not start. I have started in safe mode, but there is no keyboard or mouse available. I have tried other repairs with no success . Any help would be appreciated.

You'll need to do a clean Windows setup if a Repair setup did not get the system working.

Did you downgrade via Windows 10, or clean install of 7? You can keep trying to fix the repair files, but your best bet would be to backup the client's files, and do a clean install of 7.

Make sure the BIOS boot mode is set to BIOS and not UEFI, then do your normal installation of Windows 8.
