When HDD is connected via a USB connection, it boots fine, but when placed in computer and connected via SATA cable, reboot doesn't complete. Drives seem to be in boot order. There are NO system files on the HDD.

Solution
Ok.
Can you show photo from BIOS boot order settings?
Connect 2TB drive with sata cables first.
2TB drive should not be listed in boot order.

Also, since OS is installed in legacy mode, you should disable UEFI boot in BIOS.
