Win 10 - browsers do not start

After a Win 7 to Win 10 upgrade - my internet connection is OK but Chrome does not start altogether, and Edge freezes after the initial screen (can only exit via Task Manager).
I did try the Winsock and TCP reset commands, and the 8.8.8.8 DNS setting.
I should also add that a number of other programs are acting up as well (along with most which are working OK), but I thought it especially strange that the built-in Edge would not be working either. So I'm hoping that there would be some fix for the browsers.

Some good news: I'm able to use Chrome now by Running As Administrator, but Edge doesn't seem to have that option (or does it, in some non-obvious way?)
Regarding IE, I can get an opening screen, but no functionality even with Running As Administrator.
 
I ran the system file checker, it found and corrected a bunch of things, I restarted the PC, but noticed no improvement at all.
IE & Edge don't work, and other programs freeze randomly.
