Yes, thermal paste dries up.
Depending on use, ambient temps, and case airflow i advise to change it at the bare minimum with 2 years use.
I game alot but do no use OC and so i usually change it change it when cleaning\blowing the insides, so about 1 per year.

IF overclocking then you should change it in 6 months imo, even a good premium thermal paste is fairly cheap so it's not a big deal, although it can become a big deal if you don't clean and repaste for too long.
Answer: dead hdd. I reset the ram then tried it a couple more times. Same thing - on for 10 secs then died. It was right when the 2 hdd's were spinning up. Windows is on a small SDD (180 GB). So I just unplugged one of my Hdd's and BAM !! Back in business.

This was a scary deal because I could not even get to the bios. The system would reset prior to screen flash.

TY for you advice. Sincerely appreciated.

OBTW: Does thermal paste go bad ? Yikes ?? !!! :)
