Question Win 10 doesn't see new hdd that already contains data

I have a Segate external USB drive which is no longer working. (SRD0NF1).
I have removed the drive and am trying to get it attached to my desktop PC so that I can
hopefully do some data recovery from it.
The HDD is a segate ST4000LM024-2AN17V.
I have physically installed the drive.
I can see that the sata port is now in use in my Bios.
The drive shows up in windows Device Manager.
From the Volumes tab I can successfully do a POPULATE command.
But I cannot get windows Disk Management to see or recognize the drive.

Any suggestions would be greatly appreciated.
