Question Win 10 logon distorts and crashes after GPU update/drivers

My pc will run fine however when I install my GPU drivers or update it my pc restarts then I get to the logon with the windows logo and the loading wheel then suddenly my screen is filled with horizontal lines and my pc freezes. However if I dont install any drivers it runs fine but if I raise my resolution above 1024x768 I get the distortion again. My graphics card is Geforce GTX 980TI

What are rest of specs of the PC?

Can you test GPU in another PC and see if it acts the same
