Win 10 PC booting as fresh install setup?

Hi, I'm getting jammed up with a Dell Optiplex 3050 and startup. I don't want to reload windows if I can help it, only a last resort. This PC has been operating normally for the last 3 weeks, occasionally domain user login would hang and just say "welcome" and spin for a while. Now when PC boots, it brings me to the screen to set up Windows 10 as if the PC were fresh out of the box. It wants to confirm language, keyboard, make a Microsoft user/local user. I have checked that there are no disks in the drive, or USBs attached, and checked my boot order. Its set to boot from the HDD only. Also, i did boot to a windows 10 disk, opened cmd , ran notepad.exe, file > save as, and I can see my C: drive data and users profiles. I know the OS is on there along with everything else I had installed! Any help would be appreciated. Thanks!

that the new windows april update that hit. as a tester for ms new windows builds that how windows act when they drop a new big build. if it not the spring update that did it did someone at work hit the keys to do a factory restore?? on new pc the restore image is started by hitting a set of keys at power on or clicking on an icon in windows.
