Win 10 right-click Start menu apps do not launch

Using Windows 10, I want to launch Control Panel and/or Device Manager. I can do this by right-clicking on the Windows start icon in lower left, which brings up a list of common tasks, such as Control Panel, Device Manager, Task Manager, Power Options, etc.

Unfortunately, many of these do nothing when I click on them. I can open them through the usual circuitous routes, but not with these quick access buttons. Some - such as Run and Search - work, but Control Panel and DM do not.

Why?
 
What else do you have installed? Did this happen after a recent install of anything or did it just start happening? I only ask because my wife's Window's 10 desktop had the same issue. Uninstalling DropBox solved the problem. If you don't have DropBox then the issue obviously lies elsewhere. When doing a Google search on the problem it was not as uncommon as I thought.
