Win 10 Start doesnt download the apps

Hi people;
Lately my boss got a lenovo ideapad 110 for work.
brand new pc started with problem (like chrome chrash on installion, directx fail, visual c++ errors)
so i reinstall the windows (with return to factory settings).
Every thing works fine
Except windows start bar doesnt have the apps that normally there like news and other stuff (weather or calendar are there and weather is updating it self)
instead there is a download icon for each when i press it its direct me to start screen (wellcome screen where the tutorials are). and says i shoud get connected to internet.
Hope i could explain my self. couldnt find a solution for it.

I usually find the reason why apps arent installing or updating is due to windows firewall being stopped. just make sure its running.

next, can you open the actual store? if so, are you logged in with a microsoft account? if you can click on your avatar (top right, next to the search box) and click on "downloads and updates" it should tell you what is queued and if there are any errors.

So at this notebook im not sign in to store but never needed before to see things that already there and its been 5 days and windows did alot of updates. But will try that.
Update: i log in checked the updates again nothing still the same
