win 10 usb installer boot loop

laptop toshiba satellite L645 tried booting win 10 usb installer only up to windows logo ,then it reboots. I cannot find any secure boot option on bios.

there was a win 10 32-bit installed on hdd but now I'm replacing it with kingston A400 SSD

Are you installing 64bit version of windows?
If your laptop has 4GB or less ram, then try installing 32bit version.

I also tried unplugging internal DVD & SSD

BIOS: InsydeH20 rev. 3.5

update: reseat ram does not work

Did you upgrade ram of your laptop?
Your upgraded ram module may have compatibility issues with existing ram and that's why you're getting random reboots.

Try installing windows with single ram module.
