Question Win 10 won't boot from restart, have to turn off/on again

Put together a new system with parts I could find...as is usual given these times. New system can't restart from Windows. When I select restart, it shuts down sorta and then hangs. Power button won't boot it again or shut down. So I have to manually reach around and turn it off and on again. Google has told me it is related to the PSU (which is a GameMax V 500, a pos I know) but after configuring the power settings on Windows I am STILL getting this problem.

Ideas? Would be nice to restart without having it hang and restarting manually lol

It can also happen if there is a conflict between BIOS and windows, can always try resetting BIOS to default and see if it helps.

I updated my bios, it is a new mobo model afterall, but still having this issue. I messaged ASUS support so will wait for them to get back to me.
