Win 10 wont restart.... have to manually shut down since it wont restart

ive been building pc for years, and i am officially stumped...i recently built a new gaming rig with 7700k 1080ti z270 board 650w evga supernova g2 psu, 32gb 2400mhz ram and evo ssd. i have the 7700k delided and overclocked at 4.8ghz at 1.24v. but the question im getting to is the pc wont restart at all, it just hang's up like its in standby mode. i have to manually shut it down and turn it back on to boot. i have the corsair 570x case, it does not have a reset switch, so maybe this is a issue? i dont see how not having a reset switch would stop it. windows has been restored 2 times with the same issues, i am officially stumped on the issue, ive done some research on here but nothing fixing my issues, any help would be appreciated.

Do you mean fresh start for day won't work or the restart function in windows?

if fresh start, try turning off fast startup - https://www.tenforums.com/tutorials/4189-turn-off-fast-startup-windows-10-a.html as it might be a driver on PC doesn't like new start method, so seems unlikely on a 7700k. Check you have latest motherboard drivers and BIOS.

If the restart option, that is just odd. Restart is the only time PC actually turns off, if you have fast startup turned on. Does it hang on shutdown or on restart?

reset button on case shouldn't effect it, though it is a manual restart.
 
well I've narrowed it down to a over clocking issue. I can reset uefi to default and it restarts no problem, as soon as I turn the cpu ratio up and save changes, that's when it won't restart. Maybe if I can get Intel turbo boost to disable completely it might fix it, problem is as soon as I change the multiplyer while Intel boost is off, it auto enables it Intel boost, Such confusion hahaha
