Win 2003 Std Server will not add CALs

Win 2003 STD server with 5 CALs, configured as a File Server only, No Domain,
set to Per Server Licensing.
I purchased additional 5 CALs and when I go into the Control panel to Add
licenses it errors stating "License Logging Service not running", and will
not allow me to add the CALs.

Any ideas on how to add these licenses ?

The License Logging Service is disabled by default.

Then add your 10 licenses.
