Win 2K pro floppy refresh

I recently installed Win 2K Pro on my machine with an Aopan AK73 pro board and a 1Ghz Athlon. The generic floppy drive that I have will not refresh it's file information unless I re-boot the machine. I have tried refresh, going into and out of Explorer, even re-formatting the disk. All to no avail, a "Ghost" of the files stays on the floppy no matter what disk I put in. Help?
 
Of course the first thing that comes to mind is to try another cable after you’ve checked the bios to make sure that the drive is configured properly.

Check the drive to see if the DC (diskette changeline) jumper is installed. This a pulse output from the drive to the controller on pin 34 that indicates that a new disk has been inserted and the directory information from the previous disk should be purged from RAM.

This is a potentially dangerous situation in that the information from the first disk can overwrite the FAT on all following disks.
