Solution
Ultra Fast Boot in bios---Enabled = No power to usb devices during boot (mouse, keyboard)
1)Shut computer downl,Disconnect Power Supply Cord (Make sure your static free)
2)Remove the power supply connector from hard drive
3)Plug power supply cord back in and start. This will force over-ride and u can get into bios.disable Ultra Fast boot option
4) Shut back down, reinstall power connector to hard drive.Your done

Thanks for the help

here is my motherboard http://www.gigabyte.com/products/product-page.aspx?pid=4971#ov
i had it pluged into a 2.0 port.Moved to 3.0 port. Same thing, still no power to the k/b.
One thing i did do that may be the cause of this after i thought about it.I did a memory
upgrade before the new k/b.Had 8gb ..upgraded to 16gb.While i was in bios i think that i
enabled this fast boot option.Could this be the cause of no power during boot? If so can i fix this w/o
re-setting bios?

Thanks for your help sam
