Win 7 OEM PC acting up (virus mabye)

My PC has been acting up for about a year now I've noticed theres always a disk check during boot ive always canceled the disks checks and theres also been longer boot times and when I get to desktop theres this period to where I can't open anything but steam opens on startup
And multiple times I can't log in to a account that had no password and it stated it was because group policy failed the logon so I deleted that account and made a new one that worked fine for a month now I can't even boot as soon as the gateway logo appears on my display it shuts itself down I'm starting to think about reinstalling windows 7 home premium

Download hitmanpro and malwarebytes and run scan ( both come with free trial soo use that) if it doesnt find anything i highly suggest you windows reinstall.

I can't boot to desktop nor boot to safe mode

Then the reinstallation of windows is the only option.
