Computer age, make, model, PSU....etc.

Update your post to include full system hardware specs.

Did the problem begin after a software install or upgrade?

Was some hardware change made? Some configuration change or driver update?

Any error messages or pop-up windows when normal start ups fail?

The first step is to identify the problem.

Once booted into Safe Mode look in the logs for error codes and warnings.

My initial thought is that there has been some file corruption and normal startup is not possible.

Open the start menu and search for "msconfig". Open " System comfiguration". Go to "Boot" tab and disable "Safe Boot" if enabled.
