Win 7 ultimate x64 32gb ram installed, bios showing 16 computer showing 24

Right so I've finally given in,

My issue is that after resitting ram, replacing ram, updating bios, optimizing bios, unchecking memory limits in windows and trying each ram seperately I can't get the damn thing to run 32gb ram, I was told the mobo can only handle 1600 in slot 1 and 2, so i grabbed 4 1333 sticks yet I end up with the same issue.
With 3 sticks in 1,2 and 3 I get an error and advised to switch 3 to 4, when I do that it gives me the reading of 20gb (16 usable), when all 4 sticks are in I get 24gb (16 usable), and in bios it only ever reads 16gb. Now surely I don't have bad luck and 4 out of 8 sticks I have gotten have been faulty?
mobo is also brand new (1 month old now).

I know my info is a bit scattered but want to make sure I'm not reanswering questions constantly.

Any suggestions?

Are all the RAM sticks the same brand and the same frequency? If you have had different sticks in the machine, clear the BIOS. You can use the jumpers, clear it from the BIOS itself, or just unplug power, remove CMOS battery and holding the power button for a minute, then letting it sit for 5 mins.

I have this same setup, same motherboard, same processor, same RAM amount and same frequency, so hopefully we can get it worked out.

The jumper is next to r the F_PANEL in the corner. With the computer off, connect the jumper then count to 10. After that, remove it and turn the computer back on.

Okay I found a bit that says clr_cmos near the bottom right of the motherboard, im ues to my sabertooth where there would be 3 pins and the jumper on the middle and right pin, was the jumper supposed to come in the box and not on the motherboard itself?

Yeah didn't get one in the box or it was lost during installation, sadly don't have a spare jumper lying around either, I tried the load fail safe defaults in the bios which i think reset the cmos (i had to reorder the boot priorities when doing so), but hasn't fixed the ram issue.
