Win 7 won't boot goes to foreign window

My hp pav. Running win 7 home premium 64bit will not boot in safe mode. It circles back to windows startup page and then goes to a foreign drop down window. Bought it on ebay 6 years ago and when I made a rescue disk I noticed the foreign window but has given me no problems until now. I installed a older "real deal" retail bought casino game the night before and all was good. Next morning at startup the problem hit and I can't get back in to uninstall. Everything in safe mode takes me to that foreign window. Looks like Russian or Arabic.

Are you trying to enter Safe Mode from F8 menu or inside Windows from msconfig?
Can you try to take a screenshot of that foreign Windows that appears?

Possible causes may be a malware that acts the way it wants. Try scanning hard drive for bad sectors, from CMD type sfc /scannow or go to My computer and on the Hard Drive right click, Properties and Tools. Then press on Check now on Error-Checking section. Try also to clean your computer from unnecessary files and programs and scan for viruses and any other malwares. If you still have the rescue disk run it and see the results.

Thanks for yor reply but I decided to scrap the computer in favor of a newer model
