I normally have no utilization problems while i am using system ,everything works just fine.

But, when i do nothing for more than 5 minutes a process shows up named as 'Solve' and uses all of my cpu . After starting using pc (like moving my mouse a little) .Process dissappears from task manager and cpu gets back to normal .

I thought it is because of a virus ,made a full virus scan with 360 internet secuirty .But it did not solve the problem. (I installed Operating system 2 days ago .)How to fix this problem ?

Can you guys help ?

That would seem to me to be a mining bot, try the steps shown here http://www.tomshardware.com/forum/8263-63-simple-free-guide-removing-malware which still may not report it as malware. It is possible it was installed as an opt-in type add-on (they're the worst IMO) to some other program you've used or installed (which would give it legitimacy from the PC's view).
See where the steps above get you

Do the full system scan with a virus scanner that is stand alone that you can boot from before windows loads. There may be a virus that your software can't find due to it being hid at start up. It sounds like that's what is going on. Here's a list of the top 10 that I have also used personally. http://malwarerepair.com/Top-10-Free-Antivirus/Bootable-Recovery-CD-Bootable-USB-Flash-Drives.html. The list also has the links to the packages to complete the cleaning. By the way it could take a while to get rid of what has you fouled up. I did a co-workers computer once that took me two days to get all the viruses off his computer.
