Win 8.1 System Biulder Bind to CPU?

Hi I'm a new system builder and i recently completed my first build. I have been using it for about a week and a half and i have decided (because of some bottlenecking) that i want to send my FX 6300 back and get an FX 8320. So the question is, does windows 8.1 system builder bind to the CPU as well as the MOBO? Also how would i overclock the 8320 and what speeds could it reach hypothetically? Thanks in advance :)
 
Thank you GhislainG. Do you think that I can atleast mildly OC CPU, GPU, and RAM with this rig? :

CPU: FX 8320 (to come)
GPU: Sapphire R9 380 Nitro
MOBO: MSI 970A-G46
RAM: Corsair Vengance 2x4 8gb set
HDD: 1tb WD
PSU: Corsair 600W
OS: Win 8.1 64bit

EDIT: currently the stock cooler for the fx 6300 and i was planning on using the stock for the 8320 atleast for awhile.
