Win 98 Problem?

A friend who is not familiar with news groups asked if I could find out if
anyone would know the answer to this. Below is the message that they are
getting when they log on


when it powers up that there's an unknown device,then it won't log into
internet cause the port is already open?



Any ideas or solutions appreciated before she visits her local computer
shop.
