You guys should understand that these 'giveaways' are typically based on the requirements of the product vendor, not Tom's Hardware. Typically, the laws governing contests and prizes varies by large margins when it comes to being internationally compliant, as some countries have specific legal requirements as to how many people must win/can win based on entrants.

Also, these companies evaluate the product market and the % of customers who spend an average volume of money in those markets and offer products to boost the purchase incentive in the region/country.
