Win or MAC

I am a photography student and I need a laptop to edit my assignments
So wondering which OS would be better to edit.
Il be just editing photos and little bit of video editing on Premiere Pro CC 2018
Windows or MAC for Photoshop and Lightroom?

Can anyone please recommend me a laptop ( Win and Mac both ) for the same my budget is around 50k Ruppees
