[SOLVED] Win10 2004 Fails on Cold Boot Runs Fine on Warm Boot

I've been trying to resolve problems on my Win 2004 upgrade and discovered a strange situation. When my pc loads cold Windows has a number of problems such as extremely slow, apps and browsers (chrome, edge, fox) won't execute. if I wait long enough they present a blank white page. Settings won't open, if the Start opens often icons don't display, and numerous other things. Now for the strange part. If I cold boot ( takes an extremely long time) the problems are still there but if I Restart, Windows 10 runs without problems. Also, if I leave the PC on without using it after a period of time, it will lock up. Obviously something is either happening or not happening during the cold boot that doesn't occur on the warm boot or vice versa. Nothing remarkable about the hardware MB is an opportunity ASUS M5A97 R2.0 with 16G ram, Radion HD 6570 w/1G, 1T WD Black drive

Does anyone have a clue what might be happening? I' be run out of options. I've disabled and enabled, startup and drivers, safe booted, etc. with no resolution. Any suggestions are appreciated.

Is Windows Fast Start enabled? It is by default. If that's the case then disable it. I've found that desktop systems just don't like it. Many drivers aren't fully compatible.
