Win10 Fall Creators Update High CPU Usage

Windows forced me to update to the Fall Creators Update and ever since, my CPU usage has increased dramatically on things that would never give me an issue. Sometimes it will randomly spike CPU usage causing my computer to freeze for a few seconds. I have Malwarebytes installed and ran a scan with no results found for malware. I have updated my BIOS and GPU drivers and it seemed to help a tiny bit, but still my computer freezes at times. I have also checked with Intel's Driver & Support Assistance for driver updates, and no updates were found. I'm stuck so any help would be appreciated, thanks.

I have tried this before and it didn't work, unfortunately.

 


I've seen a program I used called Minihost Modular which uses low resources randomly spike up to 60% CPU usage ever since the switch. Though pretty much every program has increased in CPU usage.
 


I did and it seems to be going a lot smoother, but Windows is already downloading the update again...how do I stop it from updating?
