Looks like the profile of the display adapter is culprit.
You can:
> Right-click anywhere on the desktop.
> Go to Graphics Properties.
> Choose Advanced Mode (for Intel Integrated HD Graphics Display).
> In General > Display Settings, choose the Rotate to Normal option from the Rotation drop-down list.
> Save the changes and restart the PC to see if the issue is resolved.
> If the problem persists, follow the above steps again, and save the settings as a new profile.
> Set the profile as default, restart the PC, and see if the issue is fixed this time.
