Win10 media creation tool: can I use it to transfer license from a laptop to a new system

Did I understand the Win 10 media creation tool correctly? https://www.microsoft.com/en-us/software-download/windows10

Can I install Windows 10 from an original HDD to a completely new system with a fresh SSD and the license "transfers" onto the installation media? I'm building a HTPC for my relative and her husband and would like to know if they can save 140€.

Here's the scenario and how I pictured it:

- an old laptop with a genuine Windows 7 installation on a 2,5" HDD
- download the media creation tool on the laptop
- tool downloads the Windows 10 installation media onto the USB drive, license also gets transfered
- install Windows 10 on the new SSD, license converts into a Windows 10 license

Side note: I logged in on a four year old account. Realised what a horrible username I had came up with back then. Sorry about that...
 
The Media Creation tool just creates Media to install Windows 10. It does not have the key inside the media.

Just put in the new SSD into the laptop.
If you have the OTA sticker *The windows 7 sticker its on the bottom or behind the battery usually*
Enter that Windows 7 key while you are doing the fresh install of Windows 10 from USB or DVD.

The Windows 10 key is tied to the hardware and it can't be transferred to a new computer, just keep that in mind. Windows Activation will prevent it from activating on a computer with different hardware.
 




I see. And IIRC OEM licenses are tied precisely to the motherboard. So would I be wrong to assume sticking the new SSD in the laptop and then putting it in the new HTPC isn't going to work either, as it will deactivate once it detects a new motherboard?
