Win10 OEM Reinstallation Process

I'm going to try and keep it simple:

I bought a Seagate 1TB 7200rpm. AFTER I bought it, I read reviews that it dies within a year.

I'm buying and installing Win10 OEm onto the drive. Will I be able to reinstall the OEM copy onto a new drive (which replaced the dead Barracuda)?

Please explain procedures.

Windows 10 OEM will persist in an installation into a different hard drive, though reactivation by calling Microsoft support may be necessary. OEM activation policy is tied to the motherboard of the machine in which the OS was originally installed.

Another question, I only have a CD-RW in my PC. How will I install the Win10 OEM CD if I don't have access to any DVD drives at all?

You can use your OEM key with a USB installer, which can be created using the Windows media creation tool.
