Question Win10 Pro - ASUS ROG Maximus XII Hero (WI-FI) -Hyper-V virtualizer issue

I need to create a VM on a 256Gb Zip drive. I have an ASUS ROG Maximus XII (WiFi) main board. Intel (VMX) Virtualization Technology is enabled, was disabled initially, and I have rebooted, but I'm still getting the message that the virtualizer is not running when I try to start a created VM.

Setting up a VM is pretty straight forward, I've done many in a Win server 2019 environment. Can anyone tell me what I've missed or failed to consider creating a VM in Win10?
 
Well, I figured out what I missed (virtualizer not installed in Windows 10) and it was easily fixed. Even so, now that the VM inistializes getting it to install from the ISO (of a zip or a local drive) is proving annoying.
