win16 subsystem

Hello,

I'm running XP pro with a fairly fast cpu and lots of RAM.
I use a little color wheel utility for web design that normally opens easily
with a desktop shortcut key combo, but now it keeps giving me an error about
"win 16 subsystem has insufficient resources", to reboot, etc.

Is there any reason that this might be happening?
