Win2k locks vsync on?

I've heard that installing dx8 and sp1 with win2k makes it lock the fps to the vsync. Is this true? If it is, how do you turn it off???? Microsoft, we didn't want that!

I thought I saw a utility for unlocking the vsync with win2k, so you probably heard right. Sorry, but I can't remember where I saw the utility though. It might have been at:
