Win7 32-bit Applications take forever to load

When I go to open a program it usually takes forever to load. My wallpaper doesn't change, my performance of both my ram AND cpu don't go past 40%. Like for example, I'll click on League of Legends and it will take about a minute to open up, and another even longer after I click 'play' on the patch screen. When I have the program open it seems to run fine. Archeage too. What could be causing these problems?

slow hard drive. has your hard drive been defragged recently? is it full?

20 gb free out of 80. Its a cheap temporary replacement.
