win7 can not read my hdd in usb2 port

i have a external hard silicon power model that has damaged and can not read it by sub2 port in win7 labtap and turn on blue color signal in front of hdd (in normally red color lamp turn on before) but when connected to usb3 port in win7 all things are normal and its worked please help me what can i do to solving my problem
 
Solution
USB 3 ports can provide more power than USB 2 ports. That may be the issue. To test it, you'd either need a powered hub that can deliver out-of-spec power or one of those Y cables that connects an external drive to 2 usb 2.0 ports - one for power and data, one for power only. I've had two drives that needed that cable.

but i checked by another labtop and hard is ok when it connected as usb3 port but with usb 2 has problem yet.
and also led blue is turn on with usb2 and ied red turn on with usb3 port
