So i have a geforce 560ti and asus VH236H. Power flickered off and now its not recognizing the monitor, instead its showing it as generic non-pnp. The default highest resolution was 1024x768 but i forced it to display at 1920x1080 on the desktop. But any game I try to play is stuck at the previous default (1024x768) and wont go any higher.

I tried updating video card drivers and uninstalled the generic non-pnp drivers but to no avail.

Well there is two ways this could be
1) You need to download the proper Monitor INF files (driver) for that model and your OS
https://www.asus.com/Monitors_Projectors/VH236H/#support_Download_30
2) your monitor broke and can't display higher ends.
3) Now I would have said off the top of my head your not using the best probable cable for the display (either a DVI or HDMI) and that would be the problem for such a low level, but you didn't say you changed cables.
4) Have you tried at all a System Restore to a Earlier Save Point, say before the 'pop' and see if maybe that might resolve it too (if it was ONLY a Windows issue).

1) there are no drivers on that page or even at all for this monitor
2) i can force it to 1920x1080 and it displays fine, but thats only on the desktop. anygames will not go higher then 1024x768
3) no cable change but will try my roommates tomorrow
4)no
