Win8.1: Cmd box keeps popping up very briefly

I'm running Win8.1 on both my desktop and laptop, and I've started noticing this happening on both.

It doesn't seem to coincide with me doing anything in particular, and happens irregularly, every couple of days if I'd have to guess.

I'll attempt to get a screenshot next time it pops up, but is there any other way I can find out what it was doing? It happened just a few minutes ago before I started writing this post.

I've got bitdefender total security 2018 and have run many full scans since this started happening, but haven't ever found anything.

I'm not familiar with using event viewer, but the events around the correct time include:

svchost ESENT @ C:\ProgramData\Microsoft\Windows\AppRepository\PackageRepository.edb

ms auditing

service control manager: "The start type of the Background Intelligent Transfer Service service was changed from demand start to auto start" (perhaps this?)

warning: Event ID 27 from source e1iexpress

Try this:
<Stopping "User Access Logging" Service>
If not using the "User Access Logging" service, disable it.
After stopping the service, disable "Startup Type" for "User Access Logging" at the "Service" item of the maintenance tool.
