Question Window 7 build display issue

On a PC i built approx 4 years has developed a display fault, the login screen displays fine (ie with password), but the next screen is a blur of horizontal blue bands approx 5 with nothing else visible? I have tested with another PC connected to the same hdmi port(it only has one) with the same lead and everything is fine...i assume its a graphics card issue?
