Window XP Home will not turn off

Hello I need some help. I have a friends computer..well his kids.. the hd crashed, so installed a used 40gig, that I had laying around, and reinstalled his windows xp home.. but somehow while installing the hdd, i knocked the battery out of the motherboard, and the bios cleared. and now everytime i use the start....shut down...logoff option in windows, windows logs off and i get....."YOUR COMPUTER IS NOW SAFE TO TURN OFF MESSAGE" Along with the windows xp home logo. the hd powers down, as well as the cpu fan, but the psu and case fans stay powered, untill i hit the button on the computer to turn it off manually

I have been thru thr bios settings..probably 40 times, even went so far as to reload windows xp home. I get the same thing.

anyone have any suggestions as to what i should look for?

It is a....

Gigabyte GA-7ZX rev 1.0
amd duron 900
nvidia mx400 64 mg vid card
512 mgs ram
40gig WD hdd
floppy and cd rom
generic modem (brand unknown)
and a dlink ethernet adapter card

I can use any helpfull sugestions....please....thanks Sam (krydan)

well that did not work, but I did find the fix, i went into device managers, clicked view, then hidden hidden devices, then I enabled the legacy devices.and that fixed my problem...thanks everyone
