Window98 Major problem - second instance crashing

I really dont know what the heck is going on but me and 3 of my friends all just built new pcs. the thing is this...
my friend was having this problem where some program would cause his computer to illegal op when he wanted to open a second instance of a program (eg. I open notepad, i open notepad - illegal op.)
Well now it just hit me last night aswell, so some program did it... so i did a fresh format last night and started installing. i have a ms explorer mouse, so i installed the intellipoint soft ware, and i installed front page 2000... after i did that the problem came back. i cant figure out what the hell is causing this problem, i think it is the Mouse.... it all started when i tryed to run an emulator for the pc.. (frogot name but emulates Rival Schools and SF EX 2) i think it has something to do with the mouse... because my friend has an optical mouse as well and my other friend was having the problem when he was using an optical mouse... im not sure but im pissed as hell. help!

ok..go to start>programs>accessories>system tools>system configuration utility>

you will see a variety of categories
such as ...i/o addresses/ ports/ and they will have plus sign next to them.
example :

+i/o address
+ports

look for one that says " problem devices
and if there is something wrong it will give you a report
on that particular device and that would help isolate
your conflict..then you could try uninstallin that device or removing unneccesary files...
