Windows 10 32 Bit Ram question

I recently read something that said that if you run Windows 32 bit you are restricted to only using 4 gigs of ram. I currently have Win10 32 bit installed with 16 gigs of RAM installed. Is this fact correct and that I am sitting with 12 gigs of RAM idle?
 
That's correct. 32-bit OS can only support 2^32 bits, which converts to 4GB. Check your system information and you'll most likely see something to the effect of "Installed memory (RAM): 16.00 GB (4.00 GB Usable)"

I am trying to install the 64 bit version now and am using the Win10 Media Creation tool to upgrade my pc now and everytime it downloads Windows 10 it says complete and exits out of the creation tool, What do I do from here since I cant find an ISO or mountable file and everytime I restart nothing changes. I have a USB ready to be mounted am I missing a step?

 

Have you tried to boot the PC and go into bios?

Restart the PC but press F2 or F12 when it starts up.
Go to the boot tab and select the device you want to boot from. If you choose the USB drive then it will start installing windows.

You can't "Upgrade" from 32bit to 64bit.
You need to boot from the install media, and do a full clean install.

This will, of course, wipe the entire drive and all your data.
