Windows 10 64-bit only displaying 8gb RAM in task manager but have 16gb installed.

I have installed 16gb of RAM some time ago and since that time windows task manager has never shown me as having more than 8gb of RAM. Have double checked that RAM is firmly seated. MSCONFIG does not have maximum memory enabled. Currently running 64bit Windows 10. Was running 64bit Windows 7 previously, same issue. DxDiag displays memory as being 16gb. My multitasking performance makes me feel like Windows is indeed only utilizing 8gb.

win7 home premium 16gb max
when upgrade to win 10
win 7 pro and ulti had even more ram support!
